Raphaël Dallaire Ferland

Raphaël Dallaire Ferland was previously the editor of Humanitarian Law & Policy. He also worked in communications in ICRC’s Department of International Law & Policy. He served as Policy Adviser, coordinating the Research & Debate Cycle on Principles Guiding Humanitarian Action. He holds a M.A. from the Graduate Institute of International and Development Studies (IHEID) and authored a study on the international humanitarian response after the Gulf War (.pdf). After graduating from McGill University (B.A. Hons) he worked as a journalist for Le Devoir.
