Wen Zhou
Dr. Wen Zhou is a Legal Adviser at the International Committee of the Red Cross (ICRC) in Geneva, where she leads the Information and Communication Technology (ICT) workstream of the global initiative to galvanize political commitment to international humanitarian law.
From 2018 to 2024, she was a Legal Adviser in the ICRC Headquarters’ Arms and Conduct of Hostilities Unit, focusing on IHL, disarmament and new technologies of warfare, including outer space, military AI, autonomous weapon systems and legal reviews of new weapons.
Previously, she headed the Legal Department at the ICRC’s East Asia Regional Delegation in Beijing. Before joining the ICRC, she worked as Associate Legal Counsel at the World Bank (Washington, DC) and as Assistant Professor of Law at the Chinese Academy of Social Sciences (Beijing).
She holds a PhD in International Law and a Bachelor of Law from Peking University, and a Master of European Law from the University of Paris I Panthéon-Sorbonne.
