Andrew Bell
Andrew Bell is an operational researcher at the Centre for Operational Research and Experience at the International Committee of the Red Cross. His research examines the role of norms and law in shaping military behavior. Previously, he was an assistant professor of international studies at Indiana University, and he has held fellowships at the U.S. Army War College, the U.S. Military Academy, the U.S. Naval Academy, George Washington University, and University College London. Dr. Bell received a Ph.D. in political science from Duke University and a J.D. from the University of Virginia. He has served as an active duty and reserve officer in the U.S. Air Force with deployments to Iraq and Afghanistan.
