Audrey Purcell-O’Dwyer
Audrey Purcell-O’Dwyer joined the ICRC in 2011 and has since held diverse roles, including Protection Delegate, Sexual and Urban Violence Delegate, and Restoring Family Links (RFL) Delegate in Colombia and the Democratic Republic of Congo. She also served as Armed Violence Coordinator for the Americas and as Operations Coordinator for the Brazil Regional Delegation, providing strategic and technical support across the region.
In her current role as Legal Adviser with the Global Initiative on IHL, Audrey leads the International Humanitarian Law (IHL) and Peace workstream, guiding critical consultations at the intersection of IHL and peacebuilding.
Before joining the ICRC, Audrey worked with several international tribunals, including the ICTY, ECCC, and SCSL, as an international criminal lawyer, contributing to precedent-setting cases in transitional justice and accountability.
Fluent in French, English and Spanish, Audrey has leveraged her language skills to foster collaboration and engagement across diverse cultural and operational contexts.
She holds a master’s degree in Transitional Justice from the Geneva Academy and a master’s in international law with International Relations from the University of Kent.
