Vincent Cassard
Vincent Cassard has extensive experience of leading humanitarian operations in various and complex environments. He has developed an expertise in personal data protection and digital transformation.
Vincent has held a range of field positions for the ICRC in Africa, North America, Eastern Europe, the Middle East and in Asia as well as operational coordination positions at ICRC headquarters, notably as Head of Unit for protection issues related to the fight against terrorism. He moved to senior management and humanitarian diplomacy positions in Beijing and as Head of the ICRC Regional Delegation for Southern Africa in Pretoria.
Vincent leads the ICRC Data Protection Office that supervises the implementation of ICRC Rules on Personal Data Protection applicable to the organization’s activities worldwide, in line with its status, privileges and immunities. The DPO also leads the development of Data Protection policies for the ICRC and provides the governance for a responsible digital transformation.
He graduated from Paris Sorbonne Law School and studied Public Administration at the Indiana University O’Neill School of Public and Environmental Affairs; and holds an MBA in Economic Intelligence & Cybersecurity from the Ecole de Guerre Economique in Paris.
