Head of Policy Hugo Slim delivered ICRC’s official statement to the World Humanitarian Summit, on 23 May in Istanbul.
Speaking in a plenary of UN Member States and other stakeholders, Slim shared ICRC’s position on improving humanitarian action – a vision stemming from an operational experience which reaches tens of millions of people in over 80 countries.
“People in armed conflicts and disasters are not best served by a single humanitarian machine,” but rather by a “lively ecosystem of distinct humanitarian actors” both at the local and international levels.
Slim also asked the Summit to make clear impact on strengthening respect for international humanitarian law (IHL), as this is “the single most important way to improve the lives of civilians, the wounded, detainees and others not participating in hostilities.”
