Yoshiharu Otsuka
Yoshiharu Otsuka is the President of the Japanese Red Cross Society. Before taking office, he served as Vice President and Chairman of the Board of Trustees for the Japanese Red Cross. He also served as Vice Minister for Health, Labour and Welfare and Director-General of the Health and Welfare Bureau, which he joined in 1970 after graduating from the Faculty of Law at the University of Tokyo.
