Gilles Doucet is an independent space security consultant with expertise in satellite technology, military space applications, international space security cooperation and space governance (national and international). His consultancy focuses on the convergence of space technology, governance and security policy. Services include research, education and training.

Gilles has 35 years of experience (1981-2016) with the Canadian Department of National Defence (DND) working as a scientist with Defence R and D Canada (DRDC) during which he held numerous positions in the fields of space security and military space technology assessments ranging from researcher to head of space and C4ISR assessment teams for DND’s Directorate of Scientific and Technical Intelligence.  Since 2017, in his consultant role with Spectrum Space Security Inc., he has led and participated in several research projects for defence agencies and and other clients, all in the field of space security, including studies on deterrence, norms, arms control, governance and cybersecurity.

Gilles has developed and delivered several training courses on space security fundamentals for government clients and convenes and lectures at the annual McGill Strategic Space Law course in partnership with the McGill’s Institute of Air and Space Law.  He has published numerous journal and conference papers on space governance, space security and space cybersecurity. He holds Bachelor and Masters degrees in Mechanical Engineering from Ottawa University and a Graduate Certificate in Air and Space Law from McGill University. Gilles is a member of the Editorial Committee and Lead Technical Expert for the Manual of International Law Applicable to Military use of Outer Space (MILAMOS) project and a member of the Advisory Council of For All Moonkind, Inc.
