The ICRC Regional Delegation for India, Bhutan and the Maldives and the Institute for Defence Studies and Analyses (IDSA) announce a panel discussion on ‘The use of force in armed conflicts – Interplay between the conduct of hostilities and law enforcement paradigms’ on 16 October at IDSA New Delhi. The panel discussion will be held from 9.30am to 1.30pm and start with a welcome address by Brig Rumel Dahiya, SM (Retd), DDG, IDSA followed by opening remarks by Benjamin Wahren, deputy head of ICRC regional delegation, New Delhi.

Jamie Williamson, the head of unit for relations with armed and security forces (FAS) at ICRC will join the discussion on Skype from Geneva and will speak on the use of force against legitimate targets with specific focus on the sleeping fighter. Charles Sabga, regional legal adviser, ICRC New Delhi, will speak on the use of force at checkpoints while Can Akdogan, regional FAS delegate, ICRC New Delhi, will discuss riots in armed conflicts. Lt Gen Satish Nambiar, PVSM, AVSM, VrC (Retd) of the Indian Army will moderate the discussion.

This will be followed by a presentation on ‘Collateral damage and counter terrorist operations’ by Major General Umong Sethi, AVSM, VSM (Retd), Indian Army and a question-and-answer session with the audience.
