Ms. Luckenbaugh present work focuses primarily on issues related to the missing and dead in armed conflict and other situations of violence; conventional weapons and arms transfers; naval warfare and protection at sea; and investigations and accountability for violations of international humanitarian law. Ms. Luckenbaugh previously served as a Legal Officer with the ICRC Washington Delegation working on issues related to migration and displacement and the intersection of sanctions and export controls with humanitarian action. Ms. Luckenbaugh received her B.A. and J.D. from The George Washington University and completed a master’s degree at the University of California, Los Angeles (UCLA). She is a member of the State Bar of California.
