Paul Peugnet leads the Washington delegation’s defense engagement with the U.S. and Canada, overseeing programs focused on the Law of Armed Conflict and battlefield conduct. A retired French Air Force colonel and fighter squadron commander with 30 years of joint service, Mr. Peugnet previously directed operational dialogue with state and non-state combatants across Africa and served as a senior military advisor at the ICRC’s Geneva headquarters. He holds a master’s degree in Aeronautics and Space from the Air Force Academy in Salon-de-Provence and is a graduate of the French Joint War College.
