Kitty supports the ICRC’s relationship with the U.S. Congress by advising on engagement with policymakers and their staff, monitoring and reporting on Congressional actions of relevance to the ICRC, building and maintaining a network of bipartisan contacts in Congress. Prior to joining the ICRC, she served as the Director of Government Relations for the Basic Education Coalition, a non-profit organization dedicated to advancing basic education for children and youth around the world. She also previously worked on Capitol Hill, beginning her career in the Senate working for Senator Ben Cardin from 2017-2020, supporting his role on the Senate Foreign Relations Committee and in the House Representatives for Congresswoman Lois Frankel from 2020-2022. As Rep. Frankel’s Foreign Policy Advisor, she supported the Congresswoman’s role on the State, Foreign Operations, and Related Programs Appropriations Subcommittee, and advised the Congresswoman on defense, homeland security, and foreign policy issues. She also supported the Congresswoman’s role as co-founder and co-chair of the bipartisan Women, Peace, and Security Caucus. Kitty has a MA in US Foreign Policy and National Security from American University.
