As Deputy Head of Legal, Jonathan Horowitz focuses on new and emerging technologies, urban warfare, and partnered military operations. He previously served as a Political-Military Affairs and Rule of Law Officer at the U.S. Embassy in Kabul, advising on detention policy. Mr. Horowitz has led multi-jurisdictional field investigations in high-stakes environments globally, including Afghanistan, Sudan, and Kenya. He holds an LL.M. from the University of Essex (UK), has authored numerous public reports that have garnered strong media attention, and has published in leading international law journals.
