Julian Gray leads the Washington delegation’s defense engagement with the U.S. and Canada, overseeing programs focused on the Law of Armed Conflict and battlefield conduct. A former officer in the Australian Army, Mr. Gray has served at tactical, operational, and strategic levels in Australia and abroad. Mr. Gray then worked in humanitarian access and security management before joining the ICRC, where he has directed operational dialogue with state and non-state weapon bearers across Africa, and in Israel and Occupied Territories. He holds a MA in Social Anthropology from the School of Oriental and African Studies, University of London.
