The International Committee of the Red Cross (ICRC) Regional Delegation, in partnership with the Department of Forensic Medicine and Toxicology at All India Institute of Medical Sciences (AIIMS), New Delhi, conducted a one-day Consultative Forum on Mass Fatality Preparedness on 28th November 2025. Building on its continued collaboration with AIIMS New Delhi, the ICRC facilitated the national agencies to come together and discuss several interlinked components of Humanitarian Forensics . The participants comprised a diverse group of 50 delegates, including representatives from the National Disaster Management Authority, National Institute of Disaster Management, Indian Red Cross Society, Armed Forces Medical College, and other prominent government medical institutions from across the country. The discussions enabled the Forensic practitioners, first responders, and policymakers to engage in meaningful dialogue , sharing of best practices, and addressing the challenges surrounding mass fatality management.
A platform for collaboration and exchange
The key takeaways included the recognition of the importance of a standardized guiding tool to ensure an efficient and coordinated response to mass fatality events. Delegates emphasized that such a tool could address the gaps in existing systems and streamline efforts during critical times of crisis.
The discussions also focused on enhancing infrastructure, sensitizing stakeholders, and developing comprehensive standard operating procedures (SOPs) to strengthen the Mass Fatality Preparedness Plan. Participants agreed that these measures must be integrated into the broader national emergency management framework to ensure a cohesive and effective response.

As part of its ongoing efforts, the ICRC remains dedicated to supporting the integration of mass fatality preparedness and response plans into the national emergency management system. It also emphasizes the importance of ensuring the respectful handling of the deceased, preventing disappearances, and providing answers to families searching for their missing loved ones.
