We are looking for an Information and Communication Technologies (ICT) Coordinator to manage the ICT Department at the Regional Delegation in New Delhi to ensure the appropriate delivery of ICT services, following the International Committee of the Red Cross (ICRC) standards.

As an independent and neutral organization, the ICRC works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for International Humanitarian Law (IHL). We direct and coordinate the international activities conducted in these situations.

Purpose:

The Information and Communication Technologies (ICT) Coordinator manages the ICT department for India, Bangladesh, Nepal and Sri Lanka Delegations and ensures the smooth running of our organization’s activities.

In close collaboration with the ICT Head of Region based in Bangkok, you will lead ICT teams, activities, services and IT infrastructure in medium-scale operations in line with the global ICT strategy. You will be responsible for the quality of the ICT support in the designated Delegations, provide the necessary guidance and support to the Delegation’s Management regarding the use of technologies, while taking appropriate measures to guarantee an accurate functioning of the ICT set-up, along with the respect of ICT standards, policies and procedures.

Accountabilities and responsibilities:

  • Advise the Delegation(s) on ICT-related matters.
  • Supervise the installations, maintenance, monitoring and evolution of ICT infrastructure and guarantee uninterrupted service and integration with the ICRC’s overall information system, in accordance with institutional guidelines, policies and local conditions.
  • Ensure quality by running tests on ICT equipment, hardware, WAN and WLAN Networks, software and various devices to ensure optimal performance and standard configuration.
  • Manage and lead multidisciplinary ICT teams and be involved in the recruitment, coaching and training of ICT staff.
  • Oversee timely and effective deployment of ICT projects in the area of responsibilities.
  • Ensure that policies, rules and procedures are in place, adapted to the local context and operational needs and followed by users.
  • Prepare and propose ICT budget and ensure rigorous execution of approved budget based on budget instructions, financial rules and compliance requirements.
  • Negotiate contracts and facilitate service agreements with local service providers and defend the ICRC’s interests.
  • Ensure ICT security guidelines match operational security regulations.
  • Monitor technology trends, potential solutions and document-use cases, including ensuring due diligence and internal alignments to support the development of ICT-for-aid capabilities.

Scope and impact:

Geographical remit: India and Nepal, Bangladesh, Sri Lanka.

Relationships:

Internally, you will collaborate with the Delegation’s management and staff members, ICT field management, global support teams (Level 2 and 3), ICT projects managers and platform owners, and multiple stakeholders in the field and HQ. Externally, you will work with local suppliers and with other organizations or partners.

Minimum requirements and competencies:

  • Master’s or bachelor’s degree in computer science, telecommunications, information systems management or other related fields of study or equivalent experience.
  • At least five years of professional experience in IT service operations management.
  • At least two years of confirmed experience in people management.
  • Knowledge of IT Networks (WAN, WLAN) and wireless technologies is mandatory.
  • Microsoft certifications (MCSA level) or equivalent is mandatory.
  • ICT management certifications (ITIL Foundation, ITIL Service Operations or equivalent)
  • Foundational knowledge of Cloud infrastructure is a plus.
  • Project management certification (PRINCE2, AGILE or equivalent) is an asset.
  • Cybersecurity knowledge and experience is an asset.
  • A demonstrated ability to align business goals with technical goals and the IT infrastructure of the organization. Experience in interfacing executive leadership and needs to be able to define and communicate business goals and get stakeholders on board.
  • Excellent communication, storytelling and listening skills, and the ability to influence, persuade and drive collaboration. Strongly motivated by humanitarian work, empathic and open-minded.
  • Excellent spoken and written English.
