Mary Werntz, Head of the Regional Delegation of the ICRC in New Delhi along with senior representatives from the ICRC visited Bhutan in December 2015. The ICRC delegation held several high level meetings including with the Prime Minister, Foreign Minister, Minister of Home and Cultural Affairs, Attorney General of Bhutan and Chief of UN PK Coordination Office. Humanitarian issues of mutual interest and the ICRC’s present and future activities for, and in Bhutan were discussed.  In addition, the ICRC delegation conducted a three-day seminar on International Humanitarian Law (IHL) and International Human Rights Law (IHRL) for Foreign Services Officers from the Royal Bhutan Ministry of Foreign Affairs (MoFA), whose inaugural ceremony was attended by Ambassador S.T. Rabgye, Director General, Policy Planning Division of the Ministry. A session on IHRL and professional policing concepts was conducted over the next two days. Alongside 10 police officers from the Royal Bhutan Police, three senior army officers from the Royal Bhutan Army and four civil servants from the Royal Bhutan Government attended the seminar, which was the first time such a training session would be conducted in the country.
