Ms. Dermine serves as the Armed Forces Delegate for the International Committee of the Red Cross (ICRC) in the United States, Canada, Haiti, and the United Nations. With over 20 years of military experience in the Belgian Defense forces and more than five years of humanitarian work with the ICRC, she has been actively involved in operations within some of the world’s most challenging conflict and emergency settings including Kosovo, Lebanon, Mali, DRC, Central African Republic, Chad and several others. With extensive expertise in civil-military relations, her work focuses on promoting the Laws of Armed Conflict and advancing humanitarian initiatives. Her work also includes ICRC efforts to protect the rights and dignity of civilians and combatants rendered “hors de combat” (out of the fight), facilitating critical dialogue with governmental and non-governmental actors on the conduct of hostilities, and ensuring humanitarian access in war-torn areas. Ms. Dermine is fluent in English, French, and Dutch.
