A people-centered approach must focus on prevention and protection, and to achieve this, the ICRC should be deft in influencing parties to a conflict and changing harmful behavior. At the ICRC, we are committed to developing a solid base of knowledge and evidence that will improve our ability to anticipate policies and behavior related to conflict and urban violence. We continue to explore how formal and informal decisions are made and how we can use this knowledge to demonstrate the necessity of protecting civilians and enhancing respect for International Humanitarian Law.
